GREAT MINDS SPOKE...

FROM LOCAL TO GLOBAL: CONVERSATIONS ON INTEGRATING FOR SUCCESS

The Association of Vehicle Importers and Distributors (AVID) furthers its advocacy to build a competitive Philippines within and outside our borders. Year 5 of the AVID Thought Leadership Forum with the theme “GLOBALL: To Get There Together. Linking Industries to the Value Chain World” brought together an international panel of experts to share insights and lessons on a phenomenon that has changed trade patterns, behavior, and mindsets among economies. The Forum was held at the World Trade Center, Manila last April 8, 2016.

“MADE IN THE WORLD”

Slower trade growth, more integrated economies, and highly fragmented production give rise to a new development paradigm--the Global Value Chain (GVC).

“Protectionism no longer makes sense. Protectionism in one sector undermines the competitiveness of other sectors and disrupts value chains.”

—Dr. Ben Shepherd

Founder, Developing Trade Consultants, USA

WINNING IN THE GVC REVOLUTION

The Philippines must undertake policy reforms to optimize gains from the ASEAN integration and firm up its foothold in the regional and global value chains.

...AND THE WORLD LISTENED

CHALLENGES

Building globally competitive industries in this new and dynamic trade environment requires the free flow of goods, services, people, and ideas.

"Real innovation is the accumulation of research and development. The Philippines must track human capital (highly educated people). Attracting the best people generates innovation.”

—Dr. Fukunari Kimura

Chief Economist, Economic Research Institute for ASEAN and East Asia [ERIA] Professor and Dean of the Graduate School of Economics, Keio University

OPPORTUNITIES

GVCs open opportunities for industries, particularly SMEs, to specialize in niche activities and participate in cross-border economic activity.

“There is an opportunity for the Philippines to become an auto manufacturing hub. What is missing? Exporting and parts integration… We need full integration to benefit from the ASEAN Economic Community.”

—Dr. Rafaelita Aldaba

Assistant Secretary, Department of Trade and Industry

BEST PRACTICES

Businesses and governments must be proactive in adjusting to a GVC-driven world.

ood governance

Get the government right. Get the business environment right. These are crucial to promoting relationship-specific investments. A country must make it 20% easier for foreign direct investments (FDIs) to come in as this gives impetus to businesses, including the automotive industry.

alue Creation

Government and business must work together to focus on education to build human capital, upgrade infrastructure to enhance connectivity, and empower SMEs through training and better access to finance.

ooperation

Critical to expanding the Philippines’ role in the GVC is market-led integration that optimizes international links and enables technology transfer.

"We need partnerships with government as well as grow alliances with different types of companies. The private sector has to drive this.”

—Dr. Ganeshan Wignaraja

Advisor, Economic Research and Regional Cooperation Department, Asian Development Bank
